refrigerator ice

I have a GE refidgerator with fridge on top freezer below. I continue to have ice build up that stops the fan . No ice or water dispensor or spilled water in the fridge. Thaw the ice and 3 weeks later it is built up again and stops the fan

You have a defrost problem. You will find the issue with either the main board that has the defrost control built in, Defrost thermostat, or the defrost heater has failed.
