The refrigerator was collecting water inside on shelves and at bottom. Turned off. Cleaned entire fridge. Underneath too. Cleaned drain pipe. Refridgerator is running continuously. Freezing well. Before used to cycle. Is not cycling. What is wrong?

Throw a coupler thermostats in the machine. One in the fresh food section and one in the freezer.

Depending on the model, you could have a bad thermostat in either compartment. 0 in the freezer and 37 in the fridge is what you should get. One section may not realize its at temperature. However, if you have a freon issue or the start of one, the freezer may only be able to make it just into freezing, right around 20 or so. Ice cubes will freeze, but it's still not cold enough. That will also cause the machine to run forever.
