I switched from a 4 prong to a 3 prong on a kenmore electric dryer. I've grounded it but still get shocked if i don't have any shoes on. It operates in the garage on a concrete slab. What am I doing wrong?

Wear Shoes! lol Just Kidding.

You are going to need to check the heater windings. It sounds like the windings of the heater coils are touching the housing that they are in. Or a bobby pin got in there and is causing the short.

Check the heater coils and let me know how you make out.
