dryer heating when timer is on before start button is pushed

this dryer is a kenmore model # 110.66712694 the vent has been cleaned both thermostats replaced.the heating element comes on when the timer dial is on any setting before the start button is pushed. is this normal? seems to run on low medium and high and the elememnt does cut off when the door is open.
