Kenmore washer fills but stops before wash cycle

My washer fills with water but when it should proceed to the wash cycle it just stops.

If I get all the wet clothes out of it I can get it to go to the rinse cycle & drain. It does seem to spin in the rinse cycle.

any ideas? i think it may be the controller/electronics is bad, but it is just a guess...
