GE side-by-side fridge GSL25JFPA BS fridge is warm while freezer is cold

I have a GE GSL25JFPA BS model side-by-side fridge and freezer unit. The fridge has stopped cooling 4 times now since January. First time the cooling appeared to start after a power reset. It went about 3 months without problems. Then, it happened again, and after the reset (or time), it started getting cold again on its own. The last 2 times only 2 weeks apart.

The freezer is cold, and blowing good when the door is open. However, the fridge doesn't seem to be circulating or blowing the cold air well.

Is there a fan or damper in the top the brings the cold air into the fridge that is maybe going bad?
